Introduction to the new proactive space security scheme

After many months of research, investigation, data collection and review of tender documents, the Greenside Residents Association (GRA) are proud to introduce a Public Space Security ("PSS") strategy with CSS Tactical as its chosen service provider.

Why PSS?
Working to decrease crime in Greenside enhances the values of primary assets and homes. PSS is preventing crime BEFORE it happens. The model will provide an additional patrol vehicle, (manned by two trained, armed officers) on the streets that specifically seek out suspicious criminal behaviour and works to prevent crime before it takes place. It is not armed response, but works in conjunction with the various armed response service providers in the suburb - research shows that the more security vehicles in a suburb, the lower the crime.

The research primarily involved detailed interviews with neighbouring Residents' Associations who have implemented their own successful PSS initiatives. Melville, Parkview, Parkhurst, Parktown North, Craighall, Craighall Park and Dunkeld have all implemented successful PSS solutions, dramatically decreasing crime in those suburbs.

In short, Greenside is surrounded by suburbs with very successful initiatives, which means that crime will inevitably migrate towards us, unless we all act now. In order for this proactive initiative to roll out successfully, the GRA urges its residents to buy into this project. What this next step entails is as follows:

The first phase which is to launch on 1 June 2012 is by introducing a Greenside-only dedicated Tactical vehicle, manned with two armed Tactical officers, who will be mandated to patrol the suburb 24/7.

Their duties will include:
• Around the clock, proactive patrolling of the streets looking for and investigating any form of suspicious activity.
• Working with SAPS and other armed response companies in Greenside to co-ordinate the security efforts. Criminal activity data collection is key.
• Attending to any form of criminal incident they may find
• Reporting in any damaged streetlights, potholes or burst water pipes
• Escorting contributing residents safely into their homes upon request
• Providing access to the entire community to report suspicious behaviour to which the vehicle will responds, through a dedicated number
It is important to note this PSS initiative will work in conjunction with the armed response service providers and is not intended to replace armed response.

For this initiative to work GRA need the support of the broader community. To this end they have aimed to keep it to a reasonable level of affordability for the suburb, as well as partner with a quality provider that can deliver the service residents require to make the initiative successful.

CSS Tactical has emerged as the provider with which the GRA will partner to implement this initiative. They emerged as the leader after a thorough process in which they engaged five potential providers.

The GRA will enter into a strict Service Level Agreement with CSS Tactical in order to oversee that their needs are being met, and promises are being kept. CSS would report back to the GRA in the form of weekly reports, monthly meetings, vehicle tracking reports, numbers and details of suspicious activities that were attended and so on.

Residents who sign up to this scheme will receive their own member board which can be proudly displayed outside houses showing that you contribute towards the security of your suburb, and want to make Greenside a safer suburb. Your contribution puts all residents one step closer to reaching this milestone that has taken many hours of work done behind the scenes.

The cost associated with this initiative varies depending on current security status, and are detailed below. It is important to note that if at any stage you do not feel that you are receiving value for money, you are able to give one month notice and terminate your involvement. So you are NOT signing a contract for a long period of time which you cannot get out of.

These prices also include the monthly contribution of R16 to the Greenside Residence Association. This will go a long way to building reserves for the GRA to tackle some of the significant challenges which the suburb face, but which require funds to do so.
GRA are ready to combat crime in the neighbourhood head on, improve property values and start working towards creating one of the safest suburbs to live in; your contribution can make this happen!

The CSS sales team will be contacting you and holding various drives within the suburb to answer questions and sign members up. The GRA urges you to please give CSS a chance to explain the benefits of the initiative in more detail, and for you to make the investment support the initiative and make your community a safer place.
